Hiring Tax and Zakat Talent from India for Saudi Arabia

Saudi Arabia has a distinctive tax system, administered by ZATCA. VAT is charged at 15%, corporate income tax at 20% applies to the non-Saudi and non-GCC owned share of a business, and Zakat at 2.5% applies to the Saudi and GCC-owned share, alongside withholding tax, transfer pricing rules and e-invoicing. It is a more layered environment than most markets, and it is becoming more so.

India has a deep pool of tax professionals, and their fundamentals transfer well, though we are careful about the framing. An Indian tax professional knows Indian direct tax, GST and, often, transfer pricing and international tax in real depth. They do not arrive knowing Saudi corporate tax, VAT and Zakat rule-by-rule, because those are different regimes, and Zakat in particular has no Indian equivalent. What transfers is the discipline: reading a tax law, building a defensible position, running documentation, and handling transfer pricing, which Saudi Arabia now requires. A Saudi offer is structured differently from an Indian one, and getting the structure right is what makes a candidate accept. Employment income is tax-free, and the offer is built as a basic salary plus allowances rather than a single number.

What Decides Whether an India-Based Candidate Accepts

Two things, plus one that is particular to the Kingdom. First, the tax-free comparison: because Saudi income is tax-free, the package does not need to match an Indian gross to deliver more take-home. Second, the basic-versus-allowance split, because end-of-service gratuity is calculated on basic alone, so two offers with the same headline can differ materially. Third, relocation to the Kingdom is a bigger personal decision than a move to the UAE for many candidates, so packages often need to reflect that. Saudization (Nitaqat): What It Means for Your Hire

Saudization is the single most important thing to resolve before an India-to-Saudi finance search begins. Under the Nitaqat system, Saudi employers must meet quotas for employing Saudi nationals, and finance and accounting roles have been a specific focus of localisation, with certain positions progressively reserved for Saudis. This is stricter and further-reaching than the UAE's Emiratisation, and it directly determines whether a given finance role can be filled with an India-based candidate at all.

There is also an expatriate levy payable per foreign worker, which affects the fully loaded cost of the hire.
